Chamber monuments in Ukraine: problems and prospects

During the last two years in Ukraine, along with a network of cafes and restaurants, somewhat peculiar "monuments" started to emerge. These are statues of a man's size, quite devoid of unnecessary pathos, they have no pedestal and are placed just on the street level. They are often called chamber. Do they positively affect the appearance of the city? Do they honor outstanding people, or are they, perhaps, just a highlight for tourists and thus, sheer commerce? Why is their installation gathering such momentum? And is it approriate to call such statues "monuments" at all? I asked experts trying to understand their attitudes towards this trend...
